However, connecting every building isn’t without its challenges. One of the biggest barriers our engineers face is securing “wayleave” agreements from landlords to access buildings for fibre installations.

While engineers can enter buildings to maintain existing copper networks, fibre upgrades require separate permissions, slowing progress and leaving some residents, especially in flats and apartments, at risk of falling behind.

In cases where permissions are granted, as in Wolverhampton, the impact is clear: engineers swiftly connecting 8,000 flats across 220 buildings.

Yet, many landlords, particularly those who live elsewhere, are hard to reach or slow to respond, which means certain urban areas remain underserved.

Calling for Change to Speed Up Installation

To speed up installations and overcome these barriers, Openreach is pushing for national legislative changes, including automatic upgrade permissions for smaller buildings where landlords are unresponsive and allowing tenants to request Full Fibre in the upcoming Renters Reform Bill.

This change would let engineers proceed with essential upgrades without delay.

We’re also promoting “flexi permitting,” a system that would allow broader permissions for engineers to work across larger areas, saving time on individual permit applications and enabling quicker responses to local conditions.
