Landlords - Multi dwelling unit

Important: Installing Full Fibre installation in multi dwelling units (such as flats and apartment blocks) involves a few key steps, from initial planning to ongoing support. This page explains what you need to know about wayleave permissions, installation progress, asbestos requirements, and fault management.

Key sections

How to get Full Fibre for your multi dwelling unit

Wayleave requirement: Before we can begin installation to blocks of flats and apartments, we’ll need permission from the Freeholder or Managing Agent, also known as a wayleave.

Steps to begin:

  • Initial contact: Use this form to provide their contact information and we'll take it from there.
  • Notify your landlord: It would really help speed up the process if you could make your Landlord, Freeholder or Managing Agent aware that you're interested in Full Fibre broadband.
  • Wayleave signing: We’ll send a digital agreement for  legal permissions.
  • Survey arrangement: We’ll assess the property to plan the fibre route.
  • Installation scheduling: Once approved, we’ll coordinate installation across the building.

Ongoing installation process and what to expect

Timeline expectations: After the wayleave is signed, the process - from survey to completion - can take several months due to the complexity of MDU installations.

Installation phases:

  • Survey: Determines how fibre will be supplied to the building
  • Route approval: We'll then contact the Landlord, Freeholder or Managing Agent to approve this route before we commence build.
  • Access requirements: We'll need internal and external access to the common areas of the building for installation of the fibre.
  • Engineer coordination: This could be an Openreach engineer or a trusted Openreach partner, working on our behalf.
  • Safety compliance: All Openreach engineers, and third parties, carry out a full risk assessment, follow safety procedures and comply with government standards.

Tracking your installation

Monitoring installation progress: Understanding the various stages of multi dwelling unit installation and how to track progress effectively.

Progress tracking includes:

  • Wayleave processing: Digital signature confirmation and legal documentation
  • Survey scheduling: Coordination of technical assessments
  • Route planning: Approval of proposed fibre routes through the building
  • Installation scheduling: Coordination of engineering work across communal areas
  • Completion confirmation: Final connection testing and service activation

Ongoing fault resolution

Maintaining service quality: Even after installation, landlords may need to help coordinate fault resolution across multiple units.

Fault management responsibilities:

  • Tenant coordination: Helping tenants understand who to contact for different types of faults.
  • Access provision: Ensuring engineers can access communal areas for repairs.
  • Communication management: Coordinating between multiple affected tenants and service providers.
  • Emergency procedures: Understanding priority fault categories affecting multiple units.
  • Documentation requirements: Maintaining records of reported issues and resolutions.

Wayleave and asbestos requirements

Legal requirements: A wayleave is permission from the Landlord, Freeholder or Managing Agent, to access their building or private land to install and repair our network equipment

Wayleave process:

  • What It Is: Legal permission to access the building for installation and maintenance.
  • What’s Included: Route plan, wayleave agreement, and an explanation of why we need permission.
  • Digital Signing: Sent via email for quick completion (so please check your contact details are correct).

Asbestos requirements:

  • Legal obligation: The asbestos risk register is a legally required document that shows that a building is safe and doesn't contain any known asbestos.
  • Pre-2000 buildings: For properties built before 2000 – we'll need a copy of the Asbestos register for the building from the Landlord, Freeholder or Managing Agent.
  • Post-2000 buildings: For properties built after 2000 – we'll need written confirmation that no known asbestos exists within the building.
  • Work restrictions: We can't arrange a survey or start work until we know the building is safe and will place the survey and order on hold until we have a copy of the asbestos register.

Benefits of full fibre for multi dwelling units

Free installation: No cost to landlords or tenants

Tenant choice: Residents can choose from multiple providers

No service obligations: There's no requirement to use the fibre once it's installed and you won't lose any existing services

Flexible capacity: Fibre can be installed regardless of how many residents are currently interested

Managing tenant expectations

Communication support: Helping landlords explain the installation process and benefits to tenants across multiple units.

Tenant communication points:

  • Minimal disruption: To install Full Fibre to the premises, we'll only need access to communal areas.
  • Service activation: Once you've chosen a service provider, they may need access to your apartment to install your broadband service – but this’ll be communicated with you.
  • Provider choice: Tenants can choose from a range of Full Fibre providers, find out more here: FTTP Providers page.
  • Timeline expectations: Set realistic expectations – installation could take up to several months.

What should I do now?

Contact your service provider. They manage your order or repair and can:

  • Check the status of your appointment and find out what happens next
  • Rebook if necessary
  • Confirm your contact details are correct so you receive updates – check your messages and junk folders in case you've missed anything

Frequently asked questions

  • How long does the complete process take for apartment blocks?

It can take up to several months due to wayleave processing, surveys, and coordinated access.

  • Do all residents need to opt in?

No, fibre can be installed regardless of how many residents are currently interested. Installation benefits the entire building regardless of initial uptake and there’s no requirement for tenants to use the fibre once it’s installed.

  • What documentation do I need as a landlord?

You'll need to provide wayleave permissions and asbestos documentation. For properties built before 2000 – we'll need a copy of the Asbestos register for the building.

  • Will installation disrupt tenants?

To install Full Fibre to the premises, we'll only need access to communal areas, minimising disruption to individual apartments during the main installation phase. If the tenant decides to order full fibre from their service provider, they may need to access their home to complete the internal installation (but this’ll be clearly communicated when the time comes).
