Which route is best for you?

The Equivalence Management Platform (EMP) interface route you select will be guided by whether you have the expertise and resource to build and manage your own solution (if you take the direct route), manage it (if you take the off the shelf route), or would prefer a third party to provide a solution (if you take the bureau service route ).
 
If you have a high volume WLR2 customer base, you may already have the in-house expertise to develop your own interface.  If so, you’ll need to ensure it complies with Openreach’s B2B gateway specifications and interoperates with our live testing and ramp up environments.
 
You would also need to consider your resource requirements relating to migration from WLR2 and the ongoing management of your EMP interface thereafter.
 
Much the same applies if you purchase an off the shelf solution. Current and predicted order volumes would provide guidance on justifying the capital expenditure, including the ongoing cost of interface management.
 
Bureau services are operated by Third Party Integrators (TPIs) who have built the required B2B interface gateway. They then integrate the service into your back end systems. A number of companies have developed bureau services and a range of charging models; some regardless of the WLR3 order volumes being placed.
 
The TPI route is obviously an attractive alternative for smaller customers, as no capital expenditure is required. However, it can also be an attractive proposition to larger customers who prefer to concentrate their energies, resources and investments on the market opportunities available to them, as opposed to process requirements.
