Registering and getting started as a Communications Provider
From 1st July 2001 "Annex II" operators may offer a full range of voice telephony and data services over BT’s "local loop" network. To do this, Communication Providers will have access to a range of services provided by Openreach. These services are termed Access Network Facilities. These comprise of two forms of accommodation:
- Co-location (including co-mingling) and
- Distant Location
Once the accommodation has been established, the Operator may then order Metallic Path Facilities to enable access to end customers.
The Operators may also choose to have access to the additional services of line sharing and sub loop unbundling provided by BT under the December 2000 EU regulation.
To make use of the BT 'Local Loop' network, Operators will be entitled to locate their equipment in BT operational buildings which house the Main Distribution Frames (MDF). BT offers access to this through the licensing of space at a BT MDF Site (Physical Co-location). Alternatively, an operator may choose to use its own sites by requesting an External Tie Cable service from Openreach through Distant Location.
Metallic Path Facilities
This service allows Operators to utilise individual local loops in the BT access network.
Line Sharing
This service allows Operators to utilise individual local loops for a high bandwidth service, while BT still provides a PSTN service over the same loop.
Sub Loop Unbundling
This service allows Operators to utilise individual sub loops in the BT access network.

Access to the Secure Area of the website
Request User ID and Password
Once a Confidentiality Agreement is in place, or an Operator has signed the Access Network Facilities Agreement, that operator may access the LLU controlled area. To access this area, an operator should contact its BT Customer Business Manager to request a user I/D and Password.
LLU Controlled Area
If you already have a User ID and Password you can gain access to the LLU controlled area.
The controlled area contains the following:
- BT network data, to enable Operators to plan their network
- LLU User guide which covers detailed processes, procedures and forms required by Operators to manage LLU products operationally
- Line Sharing documentation
Sub Loop Unbundling Controlled Area
Once an operator has signed the Sub Loop Circuit Access Agreement, that operator may access the Sub Loop controlled area. To access this area, an operator should contact its Openreach Customer Business Manager to request a User ID and Password.
